Brief Description of Supplies/ Services required and the intended use/Estimated Amount: This is for the procurement of 1 Lumenis Smart Selecta Trio (SST) System (GA-0001700) which includes Smart LIO for Vision 1/Smart 532 FC (AC-1076030), Digital Camera (OD0200043), installation, and on-site training. This system is used by the eye clinic for treatment of ailments. Estimated amount is $106,900.00
Unique characteristics that limit availability to only one source, with the reason no other supplies or services can be used: Lumenis Tri laser is produced by Lumenis INC. and the capabilities and features are unique to this model, where they have combined three laser treatment strategies in one unit, thus saving time, space and cost and improves treatment efficiency. This combination Laser enables Doctors to keep the patient at one location and complete the treatment with the same unit without moving the patient. keeping the patient stationary and completing the treatment in one sitting reduces patient discomfort, provider focus and reduce patient injury and thus improves patient safety. Our current Duet laser has been malfunctioning and the attempted repairs are proved short term. We need a robust unit to treat patients for Glaucoma and anterior segments of the EYE, since we have a high volume of patients who needs these treatments. The Lumenis laser is our main laser unit and the malfunctioning / downtime cause interruption in patient treatment and we are forced to cancel Laser clinics and disrupt patient treatment. We are forced to send patients on fee basis. Feeing Laser patients are expensive and do not result in good patient outcome. The current Lumenis laser is inoperable and beyond repair. Durham VAMC only has one system and everyday this system is down negatively affects our mission to provide veteran quality healthcare. This emergency purchase is to ensure continuity of treatment of our veteran community.
Description of market research conducted and results or statement why it was not conducted: ECAT, GSA Advantage, NAC and FPDS were searched with no results. Communication with the manufacturer for product availability. All items except for the digital camera will be shipped once order is placed. Manufacturer assured the service the absence of the digital camera will not affect patient treatment. VIP was searched and suggested vendor were among the registrants. This procurement is using FAR 6.302-2 Unusual and Compelling Urgency in which a delay in award could cause serious injury to our Veteran patients by not being able to receive the treatment they need for their ailments.
