The Department of Veterans Affairs, Network Contracting Office 2 (Upstate New York) intends to issue a sole source firm fixed priced commercial item contract to Utech Products, Inc. to provide the Department of Veterans Affairs Medical Center in Syracuse, NY with an EndoSoft upgrade to the existing EndoWorks software and hardware presently in use at the Syracuse facility. This upgrade is required because the software is no longer supported by the primary hardware vendor, Olympus Medical. The upgrade includes, but is not limited to:
Endovault Network Base Module Server license; Endovault Network Specialty Workstation software licenses; EndoSoft HD USB Image/Video capture and communication cables; EndoSoft scheduling module; Endovault Nursing Module License; Vital sign monitor cables (for Space Labs monitors); Hospital Practice Information System Interface HL7 ADT (Interfacing w/ CPRS); Hospital Practice Information System Interface HL7 SIU (Interfacing w/ CPRS); Hospital Practice Information system Interface HL7 OBR (Interfacing w/ CPRS); EndoSoft DICOM Interface with VISTA Imaging Work List and Storage and Encapsulated PDF (interface w/VISTA); EndoSoft database server with rack mount; Endo-migrate (data migration from Endoworks); Endo-implement; training; and Yearly software service and support & update agreement.
The upgrade will take place at the Department of Veterans Affairs Medical Center located at 800 Irving Avenue, Syracuse, NY, 13210.
A sole source procurement will be issued to Utech Products, Inc. as they are the only vendor capable of providing the necessary software and hardware upgrade products compatible with existing Olympus and Spacelabs hardware and which meets VA connectivity requirements.
This procurement is being conducted in accordance with FAR Part 6.302-1 and 13.106-1(b) (2), "soliciting from a single source." (1) For purchases not exceeding the simplified acquisition threshold, (i) Contracting Officers may solicit from one source if the contracting officer determines that the circumstances of the contract action deem only one source reasonably available (e.g., urgency, exclusive licensing agreements, brand name or industrial mobilization).
The NAICS code is 339112 and has a size standard of 500 employees for this procurement. This notice of intent is not a request for competitive quotes.
