65-ORTHOTIC SOFTGOODS The Department of Veterans Affairs Denver Acquisition and Logistics Center (VA DALC) intends to solicit and negotiate an indefinite-delivery indefinite-quantity firm-fixed price contract(s) for Orthotic Softgoods, such as Ankle Gauntlets, Wrist Orthosis, Knee Supports, Knee Orthosis, Anti-Embolism Stockings, Compression Stockings, Soft and Philadelphia type Cervical Collars, CAM Walker Type Splints and Thoraco Lumbo Sacral corsets. The quantities vary per line item and will be noted in the solicitation package. Items awarded will be purchased by VA Medical Centers from VA DALC. The contract period will be for one base period plus two (2) one-year option periods. If offeror is not a manufacturer, a signed agreement between the offeror and the manufacturer must be submitted with the offer and remain in effect for the duration of the contract period, including option years. Contracts will be established using competitive negotiated procedures. Applicable NAICS code is 339113. This procurement will be a cascading set-aside. VA DALC intends to evaluate offers and make one award per line item utilizing the methodology noted below. If only one responsive offer is received from any of the designated set-aside categories, the offer will be placed for evaluation within the next eligible category. The preferences for Set-Asides are noted in descending order: Service-Disabled Veteran-Owned Small Businesses, HUBZone Small Businesses and Small Businesses. If none of the set-asides can be utilized it will be moved to Full and Open Competition. The Buy American Act applies to SDVOSB, HUBZone SB and SB. All offerors, regardless of business size, are encouraged to submit proposals for each contract line item. However, recognizing VA's commitment to the service-disabled veteran-owned small business, HUBZone small business, and small business community, this solicitation will be cascaded to ensure that these small businesses are given every opportunity to participate under this procurement.
