The statutory authority permitting other than full and open competition is 41 U.S.C.253 (c) (1), as implemented by Federal Acquisition Regulation (FAR) 6.302-1 (a) (2) only one responsible source and no other supplies or services will satisfy agency requirements. The described simplifies the filling of a recurring need for supplies and services for use at Central Texas Veteran Health Care OR for surgery and only Johnson & Johnson Health Care Systems Inc. can fulfill this requirement. No other company is expected to respond to this requirement.
