Mission and Installation Contracting Command, Fort Gordon, GA intends to negotiate/award a sole-source contract with Serological Research Institute; 3053 Research Drive; Richmond, CA 94806. Serological Research Institute (SERI) has the patent for these particular tests that are required and is the only ASCLD /LAB approved provider of the complete list of the proficiency tests. Serological Research Institute is the sole provider of a custom proficiency test utilizing body fluids and substrates determined by the client. There are no other known ASCLD/LAB providers with the ability to create such a test at this time. The NAICS code is 541380. The authority for this non-competitive award is 10 USC 2304(c) (1), Only One Responsible Source. The Government intends to procure this sole source requirement under Simplified Acquisition Procedures in FAR part 13 and Commercial procedures in FAR part 12. THIS NOTICE IS NOT A REQUEST FOR COMPETITIVE PROPOSALS and a solicitation will not be issued. Interested concerns must show clear and convincing evidence that competition of this requirement would be advantageous to the Government. If no affirmative written responses are received by 11:00 a.m. on 20 August 2014, an award will be made without further notice. Oral communications are not acceptable in response to this notice. A determination by the government not to compete this proposed requirement is solely within the discretion of the government.
