1. Procure real-time PCR equipment and associated primers and consumables for central health and veterinary laboratories as requested in UMB; in Ukraine, purchase shall be of Rocheâs LightCylcer 2.0 Real-time PCR and associated equipment and consumables.
2. Supply consumables and primers needed to support up to 500 tests per country.
3. Supply equipment, supplies and consumables to draw and deliver to the central laboratories up to 500 samples for HPAI testing in each country.
4. Supply personal protective equipment (PPE) for the staff of the central human and veterinary laboratories in each country.
5. Supply personal protective equipment (PPE) for up to 300 field health and veterinary staff responsible for surveillance and containment of HPAI in each country.
6. Arrange for freight, customs clearance, delivery, and installation of all equipment and supplies in collaboration with appropriate national government bodies.
7. Secure after-sales support and service needs for equipment.
8. Secure appropriate warranties and user manuals for all equipment purchased.
9. Train central laboratory staff on the basic use and maintenance of equipment and supplies provided.
10. Train up to 200 field health and veterinary staff in drawing and delivering safely blood samples for HPAI testing to the central laboratories in each country.
11. Liaise with other donors, especially USG bodies, to coordinate the above tasks with other planned assistance.
12. Submit to USAIDâs Regional Mission for UMB evidence-based recommendations as to any other items of equipment and supplies that may be needed in writing.
The agency is planning to fund $1 million dollars worth of equipment during the course of one year for three countries: Ukraine, Moldova and Belarus, subject to the availability of funds.
