The National Heart, Lung, and Blood Institute (NHLBI) Consolidated Operations Acquisition Center (COAC) for the National Institute of Dental and Craniofacial Research (NIDCR) intends to issue a modification to the existing purchase order number 263-MJ-605662, with Invitrogen Corporation 1600 Faraday Avenue, Carlsbad, CA 92008. The purpose of the modification is to increase funding to support an existing standing order of custom primers and Invitrogen products, with the period of performance ending February 2007. The Cell Developmental Biology Branch of NIDCR is in the process of conducting research on intramural projects #Z01DE000524-14 and #Z01DE000525-14; therefore, Invitrogen products must be used to continue and replicate the on-going research. Therefore, an award to any other source would affect the Institute’s anticipated outcome based upon Invitrogen’s products and would not provide cost savings to the Government. The North American Industry Classification System (NAICS) Code is 325998 and the employee size is 500. This is not a small business set-aside requirement. This acquisition is being conducted under simplified acquisition procedures, and is exempt from the requirements of FAR Part 6, Competition Requirement. The notice of intent is not a request for competitive proposals. Interested parties may identify their interest and capabilities in responses to this synopsis. The determination by the Government not to compete the proposed contract based upon responses to this notice is solely with the discretion of the Government.
