The Hereditary Blood Disorders Branch of NCBDDD conducts ongoing sequencing projects to characterize sequences associated with generic risk factors associated with bleeding and clotting disorders for most of the studies conducted by the laboratory in the Division of Hereditary Blood Disorders of NCBDDD, including GATE, IUGR, TAG, MI, Joing Study, etc. These projects are for discovery of new risk factors and , to insure accuracy, for validation of test results from 10% of the results obtained by other methods. This validation is an important part of laboratory quality control. The Centers for Disease Control and Prevention (CDC) intends to purchase on a sole source basis, TF,BDT v1.1 RR-5000 & Seq Buffer P/N 4337452, from Applied Biosystems in Foster City, CA. Knowledge and experience in developing sequencing kits which are compatible with instrumentation are crucial. The vendor must be able to supply the reagents kits under appropriate storage conditions within three days of receipt of the purchase order to accommodate ongoing laboratory needs. The dyes used in the kits must be comparable to the sequencing kits already used in the studies so that no additional optimization and changes occur in the middle of a study. Authority for Other Than Full and Open Competition is FAR 6.302-1(a)(2)(ii) in that Applied Biosystems is the only known source for these reagents kits. This is not a request for competitive proposals and no solicitation is available. Firms that believe they can provide the required products are encouraged to identify themselves and give written notification (e-mail accepted) to the Contracting Officer within 10 days from the publication date of this presolicitation notice. A determination by the Government not to compete this proposed action based on responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the pupose of determining whether to conduct a competetive procurement.
