The Department of Veterans Affairs Network Contracting Office 16 is seeking to identify interested businesses capable of providing an equal or better equipment as detailed in the Statement of Need below for the Central Arkansas VA Health Care System, located in 4300 W 7th St., Little Rock, AR 72205. The acquisition will be accomplished using commercial item procedures in accordance with FAR art 12 & 13.
The North American Industry Classification System (NAICS) is 339113. Any firm who wishes to identify their interests and capability to provide this service must provide interest information by notifying the Contract Administrator no later than 11:00 AM Central Standard Time, July 03, 2018. STATEMENT OF NEED:
1. BACKGROUND: The Nursing Education Department under the Patient Care Services is in need of an advanced simulator manikin and accessories to continually provide the highest quality of training to students that will become employees of the Central Arkansas Veterans Healthcare System.
2. DESCRIPTION OF REQUIREMENT: Full functioning training manikin for the VA hospital to train staff with a realistic simulator that can display neurological symptoms as well as physiological symptoms with the following functions/specifications/salient characteristics:

3. SCOPE OF WORK: Engineer or approved provider to install the simulator and walk the trainers through the installation process step by step using specific checklists to ensure all area of the simulator are working. This will also include a functional test of the simulator to ensure that it passes all operational tests and meets manufacturer s specifications. The installation should enable trainers to understand the setup, care and maintenance and basic troubleshooting of the simulator.

Expected information in response to RFI: For Market Research purposes we are seeking any system comparable to Laerdal SimMan 3G Simulation System and Laerdal Nursing Anne. The characteristics mentioned above are not restrictive and only listed to demonstrate what the Laerdal equipment offers. Any other brand offered as a system will be considered and the VA requirement will be evaluated to determine if any other system fits the needs.
