PRICING SHALL ONLY BE USED FOR PLANNING PURPOSES AND SHALL NOT BE USED AS AN EVALUATION AGAINST ANY POTENTIAL OFFEROR SHOULD A SOLICITATION ARISE FROM THIS RFI. In accordance with FAR 15.201(e), responses to this notice are not offers and cannot be accepted by the Government to form a binding contract. Responders are solely responsible for all expenses associated with responding to this RFI. SOURCES SOUGHT DESCRIPTION This is NOT a solicitation announcement. This is a sources sought synopsis only. The purpose of this synopsis is to gain knowledge of potential qualified sources and their size classification, hubzone, 8(a), small, small disadvantage, veteran owned small business or service disabled veteran owned small business) relative to NAICS 339112 (size standard of 1000 employees). Responses to this synopsis will be used by the Government to make appropriate acquisition decisions. After review of the responses to this sources sought synopsis, a solicitation announcement may be published. Responses to this sources sought synopsis are not considered adequate responses to the solicitation announcement. The Department of Veterans Affairs (VA), VISN 22 Network Contracting Office, is seeking sources that can provide a brand name or equal to product; M00546650 SpyGlass DS is a Single Operator & Single Use Cholangioscopy System and at a minimum must meet the following salient characteristics for the VA San Diego Healthcare System: 1. Must enable therapeutic endoscopist to evaluate indeterminate biliary strictures. 2. Must allow for direct visualization and enhances the ability to easily recognize intraductal pathology. 3. Must be a 10 F miniature endoscope to permit direct visualization of the bile and pancreatic ducts. (A camera, due to its small size, is passed through the working channel of the endoscope.) 4. Must be a catheter-based system for use by a single operator. 5. System must include enhanced digital visualization with 4X the resolution and 60% wider field of view. 6. Must include an automatic light control & LED illumination. The catheter must include a 1.2 mm working channel and two dedicated 0.6 mm irrigation channels. 7. Must be a 10F miniature endoscope that has a channel within it that allows for the passage of a biopsy forcep for tissue acquisition, electrohydraulic lithotripsy (EHL) probes and laser probes. 8. Must have biopsy ability with direct visualization which leads to increasing the diagnostic yield of tissue sampling (that previously was done via brushes under fluoroscopic imaging versus the direct visualization.) Spybite Direct Biopsy 76.5% sensitivity vs. 29.4% blind biopsy or 5.9% sensitivity for brushings. 9. Must have direct visualization of lithotripsy probes (EHL or Laser) to allow for stone disruption and the ability to confirm complete clearance of a duct from stones. It is the responsibility of the interested source to demonstrate to the government that the interested parties can provide the services that fulfill the required specifications. Responses must be received no later than Tuesday, June 12, 2016 at 1:00 p.m. PST. If a solicitation is issued it shall be announced at a later date, and all interested parties must respond to that solicitation announcement separately from the responses to this sources sought.
