This is a combined synopsis/solicitation for commercial requirements prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the ONLY solicitation; a written solicitation will NOT be issued. This simplified acquisition procurement is also being accomplished in accordance with FAR Part 6.302- 1. The Department of Veterans Affairs (VA), Southern AZ VA Health Care System (SAVAHCS), Surgical Services Line, Operating Room Section, at 3601 S. 6th Avenue Tucson, Arizona intends to negotiate a sole-source procurement for :Ti Locking Mini Fragment Implants, Ti Locking Small Fragment Implants , Ti Locking Large Fragment Implants Ti Locking Periprosthetic Implants, Locking Mini Fragment System Instrument & Graphic Case, Locking Small Fragment Instruments & Graphic Case, Locking Large Fragment Instruments & Graphic Case, Locking Periprosthetic Instruments & Graphic Case, with Synthes (USA) 1302 Wrights Ln E, West Chester, PA 19380-5990. Fragment Instrument Sets and Implants are used for internal fixation of fractures during orthopedic surgeries, particularly those that require both locking and compression capability. SAVAHCS intends to upgrade the instrumentation sets for implanting the LCP devices, purchase an initial quantity in a variety of sizes of fragment compression locking plates, cannulated sets, and calcaneal sets to make available an additional set in various sizes. Instruments sets and Implants must match the system already in place at SAVAHCS and is being purchase for the purpose of standardization. Representatives from the manufacture may be required to train and provide guidance for the surgical implant. The applicable NAICS for this requirement is 339113, size standard is 500 employees. The Government will award a Firm-fixed price contract resulting from this solicitation. The Contractor shall provide a complete copy of the Offeror Representations and Certifications-Commercial Items (FAR 52.212-3 Nov 2007) with its offer or complete the annual representations and certifications electronically at http://orca.bpn.gov. Many of the provisions and clauses cited in this solicitation are incorporated by reference, FAR 52.252-2 (FEB 1998), to the appropriate section of the FAR and VAAR. Any firm that believes it can meet the requirements may give written notification to the Contracting Officer by December 26, 2006, 4:00PM, AZ Time. Supporting evidence must be furnished in sufficient detail, to demonstrate the ability to comply with the above requirements. Responses received will be evaluated; however; a determination by the Government not to compete the proposed procurement based upon responses to this notice is solely within the discretion of the Government. If no responses are received, the SAVAHCS will proceed with the sole source negotiation with Synthes.
