Notice of Intent Solicitation Number: Notice Type: VA250-11-RQ-0027 Special Notice Synopsis: 11-09-2010 NOTICE OF INTENT - SOLE SOURCE The Department of Veterans Affairs, Louis Stokes Cleveland VA Medical Center, intends to award a sole source purchase order to Alere North America. The requirement is to procure: Triage BNP Tests, Triage BNP Controls Level 1, and Triage BNP Level 2 for usage with government owned Biosite Triage 1 & 2 analyzers which are manufactured by the Biosite Division of Alere North America. These items are for heart failure diagnostics. The proposed procurement action is for supplies which the Government intends to solicit and negotiate with only one source under the authority of FAR6.302. Interested persons may identify their interest and capability to respond to the requirement or submit proposals. This vendor is the sole distributor of these products and patent rights for their products. Alere no longer distributes these items through other companies. Alere North America also, has a FSS contract under one of its divisions for these products. Only Alere North American can satisfy the Government's need. The North American Industry Classification Code System (NAICS) is 325413 In-Vitro Diagnostic Substance Manufacturing and the size standard is 500 employees. All responsible sources may submit a response, which if timely received, will be considered for the Department of Veterans Affairs, Louis Stokes Cleveland Medical Center. A determination by the Government not to compete with this proposed procurement based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. This synopsis is for notification purposes only and does not constitute a solicitation for bids or proposals. Any company that feels they can provide the Triage BNP Test and Triage BNP Controls Levels 1 and 2, must submit their technical data (2 pages or less) to support their claim no later than 1pm November 12, 2010.
