The Philadelphia VA Medical Center, Philadelphia, PA intends to enter into a sole source contract with Volcano Corporation, 2870 Kilgore Road, Rancho Cordova, CA 95670, to obtain an S5 Ultrasound Imaging System, together with related equipment and supplies. Due to unique capabilities of the S5 Ultrasound Imaging System, it has been identified as the only system capable of fulfilling the Government's needs. The S5 Ultrasound Imaging System has the combination features of a high frequency rotational IVUS, phased array IVUS, and fractional flow reserve capabilities. Volcano is the only company offering all three technologies in one system. This announcement constitutes the only notice issued; a separate written solicitation will NOT be issued. This procurement is being conducted in accordance with FAR 6.301, only one responsible source and no other supplies and services will satisfy agency requirements. A justification for other than full and open competition has been prepared in support of this acquisition. This notice is not a request for competitive proposals. A determination by the Government not to compete this proposed requirement based on responses to this notice is solely within the discretion of the Government. Vendors offering systems the include the combination of functions indicated above and are comparable to the Volcano S5 Ultrasound Imaging System are invited to respond to this notice by supplying descriptive information about their systems to the designated Contract Specialist not later than 3:00 pm (EDST) on September 10, 2008. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. Response must be in writing to the Contracting Officer.
