NOTICE OF INTENT TO AWARD SOLE SOURCE: brand name Fresenius 2008T BlueStar hemodialyis machines and installation/clinician training services. Department of Veterans Affairs, VISN 01, Veterans Health Administration (VHA), Regional Procurement Office East, Network Contracting Office 1 (New England), hereby formally announces the intent to award a firm-fixed price contract on a sole source brand name basis, under authority Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements per 41 USC §3304(a)(1) as implemented by FAR 6.302-1; establishing a purchase order with Veterans Healthcare Supply Solutions, an authorized SDVOSB with Fresenius for the purchase of 19 2008T BlueStar Hemodialysis machines. These machines must have the below salient characteristics: Fresenius Medical North America brand 2008T BlueStar hemodialysis machines have the following required salient characteristics: integrated display that shows effective blood flow and dialysis time, UF and sodium profiles, disinfection process, heparin values, blood flow rate, dialysate temperature and flow, UF target, UF remaining, UF removal, UF rate, effective dialysis time, cumulated blood flow; blood temperature, % fistula recirculation, blood pressure (systolic, diastolic, MAP), pulse transmembrane pressure range -60 to +520 mmHg blood circuit: -300 to +500 mmHg arterial pressure; -80 to +500 mmHg venous pressure; 20-600 mL/min blood pump range; 0-9.9 mL/hr Heparin pump range idle mode option to use a 100 mL/min dialysate flow rate instead of 300 mL/min typical Automated Diasafe filter change reminders Automated heat disinfection Low volume therapy capability and sustained low efficiency dialysis (SLED) options Itegrated diasafe plus filters for endotoxin barrier with automatic testing after each chemical disinfection Additional default dialysate rates of 600 and 700 mL/min Additional dialysate flow rate of 150 mL/min Assisted reinfusion Bibag option and conductivity range monitor & dry acid options Independent conductivity and pH self tests Wide range of heparin syringe selections New treatment prescription warnings Low power mode Autoprime and auto start program power Disinfection, treatment, and failure data logs Removable tachometer Compatible with Cerner and CyberREN Only Fresenius brand name hemodialysis machines should be procured in order to maintain compatibility with the current construction project and existing equipment, accessories and consumables in use at the Providence VA Medical Center. Procurement of a non-brand name Fresenius machine will cause construction contract modifications to the hemodialysis water treatment system wall box and connections. This notice of intent is NOT a request for competitive proposals; however, all interested persons that identify to the Contracting Officer their intent and capabilities to satisfy the Government's requirement within 4 calendar days of this notice will be considered by the Government. A determination by the Government not to compete this proposed contract action based upon responses to this notice is solely within the discretion of the Government.
