Page 2 of 2 Notice of Intent to Sole Source Requirement The Department of Veterans Affairs, VA Healthcare System, VISN 10, Network Contracting Office 10 intends to negotiate a sole source purchase order under the authority of FAR 13, pursuant to FAR 6.302-1 Only One Responsible Source. The associated NAICS code for this is 339112 with a size standard of 1,000 employees. The vendor will be Boston Scientific Corporation located in Marlborough, MA. Description of equipment requirements: The purchase of: QTY One (1) Spyglass DS-Digital Controller QTY One (1) EHL Autolith Generator These items are used for Endoscopic Retrograde Cholangiopancreatography (ERCP) procedures. ERCP has been the standard technique for nonsurgical diagnosis and management of pancreaticobiliary disease over the past several decades. This method relies on indirect visualization, and ERCP diagnosis of pathologic lesions via brush cytology and/or intraductal biopsy has poor sensitivity and specificity. SpyGlass offers a valuable adjunct to ERCP for the visualization, diagnostic sampling, and treatment biliary and pancreatic diseases. It should be considered for the first-line management of strictures and difficult stone disease prior to major surgery, and for use in presurgical planning. For example, biliary stones are able to be removed with the spyglass without invasive surgery, (requiring the patient to be sedated and excised), which results in cost savings for both the VA and results in an increase in favorable patient outcomes and increases quality of life. Furthermore, the Spyglass is better able to discern complications needing surgical interventions, that cannot be extracted using the equipment, while in a non-invasive operation. The technology involved in the Boston Scientific Spyglass is proprietary and there are no equivalent market competitors. A purchase order with no option years is anticipated and shall be awarded. Due to the specialized nature of the requirement it is the Government's intention to solicit and negotiate with only this source in order to fulfill the requirement. This notice of intent is not a request for competitive proposals. It is not a solicitation or request for offers. No solicitation package is available. Any response to this notice must show clear and convincing evidence that competition would be advantageous to the Government.
