NOTICE OF INTENT TO AWARD SOLE SOURCE I. The Network Contracting Office (NCO) 16, located at Galleria Financial Center, 5075 Westheimer Rd, Ste 750, Houston, TX 77030, intends to solicit and award a Sole Source, Firm-Fixed-Price, Blank Purchase Agreement (BPA) with a base year and four one year option periods to one Large Business (LB) source, Cepheid. Located at 904, East Caribbean Drive Sunnyvale, California 94089. The BPA will be for Overton Brooks VA Medical Center, 510 E. Stoner Ave, Shreveport, LA 71101. Cepheid is the Original Equipment Manufacturer (OEM) for the government equipment Ion Torrent Cepheid GeneXpert XVI. Contractor shall provide all consumables on an as needed basis for the facility to performed continued efficient rapid diagnosis of SARS-CoV-2, SARS-CoV-2/Flu/RSV, C. diff, MSRA and Strep A infections. Xpert reagent test cartridges are designed and manufactured to only be used with Cepheid s instruments. Cepheid is currently the only authorized provider none for products compatible with GeneXpert systems to customers within the United States, excluding territories. Therefore, any alternate vendor product shall be compatible and provide the required supplies needed to maintain manufacturer specifications and to maintain Food and Drug Administration (FDA) approved SARS-CoV-2, SARS-CoV-2/Flu/RSV, C. diff, MSRA and Strep A infections testing. The North American Industry Classification (NAICS) code for this acquisition is 325413 - In-Vitro Diagnostic Substance Manufacturing, size standards: 1250 III. This purchase will be made under Simplified Acquisition Procedures and Other than Full and Open Competition, as authorized by FAR 6.302-1 and in accordance with FAR 13.106-1(b). The Government intends to award a Firm-Fixed-Price contract, in accordance with FAR 16.202-1. IV. The anticipated award date is March 1, 2023. The Government intends to award a Firm-Fixed-Price BPA.
