NASA/LaRC plans to issue a Request for Quotation (RFQ) for ONE 3D STEREO DIGITAL PARTICLE IMAGE VELOCIMETRY SYSTEM (PIV). This procurement is being conducted under the Simplified Acquisition Procedures (SAP). NASA/LaRC intends to purchase the items from INTEGRATED DEVICE TECHNOLOGY INC. (IDT) who is the only responsible source and no other supplies and services will satisfy agency requirements. This PIV System is for the purpose of acquiring flow-field information in the Basic Aerodynamics Research Tunnel and other flow physics laboratories at NASA/LaRC. This system will be used to investigate complex flow fields and document the effectiveness of actuators and other devices used in flow control on various specific research programs. This system must be compatible and interoperable with existing PIV systems and components. It would take substantial time and money for another company to design and manufacturer the requirements for this system and those costs are not expected to be recovered through competition. The Government intends to acquire a commercial item using FAR Part 12. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice is solely within the discretion of the government.
