THE GOVERNMENT INTENDS TO SOLE SOURCE THIS REQUIREMENT TO LIFE TECHNOLOGIES CORPORATION

This requirement is to provide two AB 3500xl Genetic Analyzers for the U.S. Army Criminal Investigation Laboratory (USACIL), Fort Gillem, GA. AB 3500xl Genetic Analyzers are proprietary products of Life Technologies Corporation. Life Technologies Corporation is the sole provider of the AB 3500xl Genetic Analyzers and holds the exclusive patent rights as well as the required reagents for use with this equipment. Potential vendor must be able to provide a warranty and services for the system equipment already installed and provided by current contractor.

The intent of this notice is to determine the availability of qualified commercial sources technically capable of providing the below:

The AB 3500xl Genetic Analyzer instrument must:
o Operate with standard power. (120V)
o Process 24 samples simultaneously (24 capillaries).
o Have multiplexing capabilities for DNA fragment analysis such that 6 dyes can be detected simultaneously.
o Be able to process samples amplified with human identity chemistry such as Identifiler Plus, PowerPlex Fusion, GlobalFiler, etc.
o Have real time data quality assessment such that sample results can be viewed during a run.
o Have a temperature controlled internal environment and that environment must be adjustable.
o Have the ability to track reagents via RFID.
o Generate output files that are compatible with GeneMapper ID-X data analysis software.
o Work with both 96 well and 384 well microtitre plates.
o Accommodate more than one plate at a time on the deck.
o Use plate records generated by STaCSDNA-DB software.
Potential offerors having the skills, experience, professional qualifications, and capabilities necessary to perform the described requirement are invited to provide a capabilities statement via e-mail.
