THIS IS NOT A REQUEST FOR COMPETITIVE PROPOSALS. The Department of Veterans' Affairs, James A. Haley Veteran's Hospital (JAHVH) located in Tampa, FL intends to solicit and negotiate a sole source requirements contract with Beckman Coulter of Brea, California to provide one (1) ACL TOP, two (2) ACL TOP base units, and the associated reagents on a cost-per-test basis. These two items are fully automated coagulation systems with interchangeable reagents and consumable products. Each instrument is capable of performing a wide range of testing including routine and specialty assays using closed tube sampling to improve productivity and operator safety. Both instruments generate clot signature curves that aid in the patient assessment of abnormal samples. Contract includes all reagents, controls, and consumables to perform PT/INR and a PTT testing, service agreement including all parts, label, and travel, off-site training for two operators per instrument plus one additional training slot per year. The proposed contract action is for supplies or services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 6.302-1. However, all information received by 12 p.m. EST, 5 Feb 2009, will be considered by the Government. A determination by the Government not to compete with this proposed contract based upon responses to this notice is solely within the discretion of the Government.
