This is a combined synopsis/solicitation for commercial items or services of a NAME BRAND OR EQUAL item prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. This solicitation is issued as a Request for Quotation (RFQ), under RFQ number FA7000-08-T-0035, in accordance with FAR Parts 12 & 13. The proposed acquisition is unrestricted. 8(a)/Hubzone, disabled veteran, women-owned and small disadvantaged owned small businesses are encouraged to submit quotes. LINE ITEM 0001: Advance microscope system, QTY: 1 EA Please Note: This is a 52.211-6 Brand Name or Equal Requirement. Each quote must provide a detailed line item description which must comply with the following specification: The Brand Name specified is the Hirox HiScope Digital Camera System, Model KH-3000 with specific accessories. The DFEM department has a requirement to purchase an advanced microscope system with the state-of-art micro-scope for imaging surface as well as contours to support teaching and research mission at the Academy. This will find extensive use in cadet?s materials and metallurgical failure analysis in EM340 and EM460 courses. The Brand Name specified is the Hirox HiScope Digital Camera System, Model KH-3000 with specific accessories. HiScope system uses unique concept called Rotational Microscopy that allows viewing of microscopic samples 3-Dimensionally. It has superior resolution and great depth of field useful for 2-D or 3-D measurement. This is an all in one system, provides rich information and magnification from 0 to 7000 X with appropriate accessories. The provisions at 52.212-2, Evaluation--Commercial Items applies to this acquisition. Add to 52.212-2 "The government will award a purchase order resulting from this solicitation to the responsive, responsible offeror whose offer is conforming to the solicitation and is the most advantageous to the government, price and other factors considered. All responsible sources may submit a proposal, which shall be considered by the agency. The Government will award a contract resulting from this combined synopsis/solicitation to the responsible offeror whose technically acceptable offer conforming to this combined synopsis/solicitation will be most advantageous to the government, price and other factors considered. Only technically acceptable offers will be evaluated. To be considered for award, offers of "equal" products, including "equal" products of the brand name manufacturer, must- (1) Meet the salient physical, functional, or performance characteristic specified in this solicitation; (2) Clearly identify the item by- (i) Brand name, if any; and (ii) Make or model number; (3) Include descriptive literature such as illustrations, drawings, or a clear reference to previously furnished descriptive data or information available to the Contracting Officer; and (4) Clearly describe any modification the offeror plans to make in a product to make it conform to the solicitation requirements. Mark any descriptive material to clearly show the modification. The Contracting Officer will evaluate "equal" products on the basis of information furnished by the offeror or identified in the offer and reasonably available to the Contracting Officer. The Contracting Officer is not responsible for locating or obtaining any information not identified in the offer. Unless the offeror clearly indicates in its offer that the product being offered is an "equal" product, the offeror shall provide the brand name product referenced in the solicitation. The following factors shall be used to evaluate offers. Award will be made on the basis of determining the technically acceptable offer with the lowest evaluated price, which meets the Name Brand or Equal Specifications provided above. In addition, your quote should provide unit price, total price, delivery date, and FOB. No formal format is required as this is a combined synopsis/request for quote solicitation.
