The Government intends to solicit and negotiate with only one source, Complete Parachute Solutions, Inc 1320 E. International Speedway Blvd. Suite 1 Deland, Fl 32724 The procurement will be conducted on a sole source basis in accordance with the authority of FAR 13.106-1(b)(1). This acquisition is for Altimeter-MA-10UD-1, Manufactured by Alti-2 and distributed by Complete Parachute Solutions as the sole distributor as Alti-2 does not distribute the Altimeter-MA-10UD-1. Requirements are for the contractor to provide the MA-10 Altimeter exclusively designed by Alti-2. The Altimeter is meant as a replacement for the legacy Altimeter, MA-230 which is outdated. The MA-10 is an electronic device with manufacturer updateable software that meets the Legions Military Free-Fall (MFF) specifications. The MA-10 is also waterproof up to 6 feet for 1 hour, shock resistant, and conducts a complete self- test every time the unit is turned on prior to a jump. The MA-10 manufactured by Alti-2 and sole distributed by Complete Parachute Solutions is the only authorized Altimeter for Legion MFF operations. The NAICS code for this procurement is 334511 and the small business size standard is 750 Employees. This sole source requirement will be procured under Other Than Full and Open Competition procedures and awarded on an unrestricted basis. THIS IS NOT A REQUEST FOR COMPETITIVE OFFERS and a solicitation will not be issued; however, any firm that believes it can meet the requirements may give written notification to the Contracting Officer not later than 20 September 2012, 3:00 pm CST. Supporting evidence must be furnished in sufficient detail to demonstrate the ability to comply with the requirements listed. Responses received will be evaluated; however a determination by the Government not to compete the proposed procurement based upon responses to this notice is solely within the discretion of the Government. If no responses are received, the Government will proceed with the sole source negotiation with Complete Parachute Solutions. Award will be made in accordance with FAR Part 12, Acquisition of Commercial Items.
