The National Cancer Institute (NCI) plans to procure on a sole source basis for the brand name with Meso Scale Discovery (MSD); 9238 Gaither Road, Gaithersburg, Maryland 20877 for catalog number 8-5430-000021: S4-1001E-Special Grade Photometrics Series 400 Camera for the SECTOR Imager 2400. This acquisition will be processed under FAR Part 13.106-1 (b)(1). The North American Industry Classification System Code is 334516 and the business size standard is 500 employees. The salient characteristics apply to the Camera for the MSD Sector Imager 2400: Dimensions: The instrument must fit in a 12 inch by 12 inch space. The following objectives are needed for the replacement camera: 1) Peltier cooled to -25C, with a 1024x1024 pixel area. 2) High sensitivity camera with hardware and software control modifications to meet the required performance parameters of the instrument. 3) Performance parameters of the instrument. Camera must cool to -25 C and offer 1024 x 1024 imaging pixels, which when coupled with the optics, offers 24 um spatial resolution 4) Must be compatible with MSD Sector Imager 2400 existing hardware and software. Justification for Other than Full and Open Competition: 1. Statutory authority: Statute: 13.106-1 (b)(1) (b) Soliciting from a single source. (1) For purchases not exceeding the simplified acquisition threshold, contracting officers may solicit from one source if the contracting officer determines that the circumstances of the contract action deem only one source reasonably available (e.g., urgency, exclusive licensing agreements, or industrial mobilization). The NCI Laboratory routinely engages in proteomic research and is currently utilizing an MSD SECTOR Imager 2400 for ongoing experiments. This instrument requires a new camera for optimal performance. The proposed contractor, MSD, built the instrument and is the only source known for qualified parts and accessories for the MSD SECTOR 2400 due to proprietary technology within the instrument. The replacement digital camera is Peltier cooled to -25C, with a 1024x1024 pixel area. The camera is a high sensitivity camera with hardware and software control modifications to meet the required performance parameters of the instrument. Installation of the camera requires factory trained, technology trained engineers with proprietary knowledge of the system, as well as specialized knowledge in calibration to ensure restored performance of the instrument to the manufacterers (MSD) specifications for the Sector 2400. An example of this specialized calibration is development and recording a bit map of the digital detector for offsets and exclusion pixels. This is not a solicitation for competitive quotations. However, if any interested party believes they can meet the above requirement, they may submit a statement of capabilities. All information furnished shall be in writing and must contain sufficient detail to allow the NCI to determine if it can meet the above unique specifications described herein. An original and one copy of the capability statement must be received in the NCI contracting office by 11:00 AM ET on April 1, 2008. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government.
