SOURCES SOUGHT SYNOPSIS
The Department of Veterans Affairs is issuing this sources sought synopsis as a means of conducting market research to identify parties having an interest in, and the resources to support, a requirement for Chemistry testing on a cost-per-reportable result basis for approximately 8 main hospitals/medical centers and multiple Community Based Outreach Centers (CBOCs) within VISN 12. The results of this market research will contribute to determining the method of procurement.
The applicable North American Industry Classification System (NAICS) code assigned to this procurement is 334516 Analytical Laboratory Instrument Manufacturing.
THERE IS NO SOLICITATION AT THIS TIME. This request for capability information does not constitute a request for proposals/quotes; submission of any information in response to this market survey is purely voluntary; the government assumes no financial responsibility for any costs incurred.

PERIOD OF PERFORMANCE
The estimated period of performance would be a base period with four option years.
SCOPE
Contractor would be required to provide instruments, including backup instrumentation, as required, middleware, reagents, ancillary supplies, controls, service/maintenance captured on a cost per reportable result basis. Contractor would be required to adhere to all applicable clinical standards. The instrument shall have random access capability (if discrete testing is required) and be able to simultaneously perform a complete profile and meet the performance characteristics for accuracy and precision as defined by the 1988 Clinical Laboratory Improvement Act (CLIA) and the Clinical and Laboratory Standards Institute (CLSI).
Contractor would be required to provide emergency service for outages.
Contractor will be required to provide characterization of hazardous waste.
