The Federal Bureau of Investigation (FBI) intends to negotiate on a sole source basis with Affymetrix Inc., 3420 Central Expressway, Santa Clara, CA 95051 for commercial items under the authority of FAR 6.302-1, Only One Responsible Source. The FBI intends to acquire custom tiling array (custom commercial content). The comparative Genomic Hybridization (CGH) array shall be high density and be able to cover an entire 4 million base pair microbial genome using 25mer oligonucleotides with a 5bp overlap, or be able to encompass the genome using 1.6 million probes to cover 8 MBs of both genomic strands. The CGH arrays shall be compatible with the Affymetric GeneChip Scanner 3000 or the Affymetrix GeneChip Instrument System previously purchase by the FBI. Based on extensive market research conducted with knowledgeable individuals in Government and the related industry, Affymetrix Inc. is the sole provider of the custom tiling array. No other manufacturer can provide the oligonucleotide density requirement to cover an entire microbial genome on one CGH array chip. This Notice of Intent is not a request for competitive quotations, however interested parties may identify their interests and capability to respond to this requirement or submit quotes to this office by 2:00 PM, EST, Friday, August 10, 2007 by e-mail at [email protected]. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. This contract will be awarded as a commercial item in accordance with Federal Acquisition Regulation, Parts 12 and 13. In order to be considered for an award, an offeror must have completed the online electronic Representations and Certifications located at http://orca.bpn.gov/ in accordance with FAR 4.1201(a) and must be registered in the Central Contractor Registration Database at http://www.ccr.gov.
