The National Institute of Standards and Technology (NIST) intends to negotiate, on a sole source basis, under authority of FAR 13.106-1(b) (1), with Andeen-Hagerling (AH), Inc., of Cleveland, Ohio, for the acquisition of a Continuous Frequency Capacitance/Loss Bridge with the following specifications:Frequency range: from 50 Hz to 20 kHz Accuracy for 100 pF: 5 ppm at 1 kHz; 10 ppm at 100 Hz; 15 ppm at 10 kHz Resolution for 100 pF: 0.2 ppm at 1 kHz; 1 ppm at 100 Hz; 0.5 ppm at 10 kHz Stability for 100 pF per year: 1 ppm at 1 kHz; 2 ppm at 100 Hz and 10 kHz Loss measurement: down to a dissipation factor of 1.5x10-8 tan ƒÔ Interface: IEEE-488 GPIB Display: 8 digits for capacitance and loss and 5 digits for frequency Automation: autoranging; automatic internal calibration; self-test diagnostics on power-up and by command Sole source determination is based on AH appearing to be the sole provider of Continuous Frequency Capacitance/Loss Bridges that are compatible with the existing AH automated capacitance bridges owned by NIST. The North American Industry Classification System (NAICS) code for this acquisition is 334516, and the size standard is 500 Employees. This notice of intent is not a request for competitive quotations, however, parties that are capable of providing compatible equipment that meets or exceeds the above specifications may respond to this notice and clearly demonstrate their capabilities in detail so that NIST may evaluate them. Such notice shall be received by June 15, 2006. The Government will then determine whether this procurement could be competed. A determination by the Government whether to compete the proposed acquisition will be based upon responses to this notice.
