This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued.

Solicitation number W31P4Q-13-T-0183 is being issued for a Firm Fixed Price quote, however, the US Army Aviation and Missile Command intends to issue a sole source
contract to Thermo Eberline LLC (a part of Thermo Fisher Scientific), 27 Forge Parkway, Franklin, MA 02038. Thermo Eberline, LLC, is the original manufacturer and the only known supplier of the DXT-RAD Caps and DXT-RAD Rings required by this solicitation.

The authority cited is statutory authority permitting other than full and open competition for this requirement. The citation is 10 USC 2304 (c)(1), as implemented by paragraphs 6.302-1 of the Federal Acquisition Regulation (FAR) entitled quote mark Only one responsible source and no other supplies or services will satisfy agency requirements quote mark .

Acquisition of the above is for an extremity dosimetry system which is used to monitor hand exposure of radiation workers. The contract is Health and Safety related and is mission critical.

All shipping costs shall be included to destination Redstone Arsenal, AL 35898. The place of Inspection and Acceptance is Destination, and FOB Point of Destination. Estimated shipping timeframe and cost shall be included in quote. The requested delivery date is on or before 22 Nov 2013.

All responsible sources may submit an offer, which shall be considered by the Agency, if received by 09 September 2013, 04:00 p.m. (CST).

Any award resulting from this RFQ will contain all clauses required by law, the Federal Acquisition Regulation (FAR), and the Defense Federal Regulation Supplement (DFARS), as appropriate for the dollar value of the award.
