NASA/LaRC plans to issue a Request for Quotation (RFQ) for 60 ELECTROCHEMICAL CONCENTRATION CELL (ECC) OZONESONDE INSTRUMENTS WITH RADIOSONDES LITHIUM BATTERY AND INTERFACE CABLES COUPLED INTO THE ECC OZONESONDE. This procurement is being conducted under the Simplified Acquisition Procedures (SAP). NASA/LaRC intends to purchase the items from ENVIRONMENTAL SCIENCE CORPORATION, who is the only responsible source and no other supplies and services will satisify agency requirements. The instruments will be used to monitor atmospheric ozone and other trace species to better understand climate change. ECC instruments available from other companies would require significant changes to the existing ground support equipment (i.e. calibration procedures, radio receiving equipment, and data processing software). This is part of SAGE III validation plan requiring measurement comparison's in the southern hemisphere. It would take substantial time and money for another company to duplicate these components and these costs are not expected to be recovered through competition. The Government intends to acquire a commercial item using FAR Part 12. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice is solely within the discretion of the government.
