The National Institutes of Health (NIH) National Institute of Diabetes and Digestive and Kidney Diseases (NIDDK) intends to procure the following new items: Brand Name or Equal to (1) Enhanced performance bench top continuous spectrofluorometer, Part# QM-4/2006 SEcm; specifications are: 10,000;1 guaranteed minimum SNR for water raman, uses high intensity xenon source for excitation; wavelength selection for excitation and emission by means of two computer controlled, autocalibrated “QuadroScopic” monochromators; comes complete w/MP-1 “QuadraCentric Sensitivity Enhanced” sample compartment with thermostatable 10 mm cuvette holder and motorized stirrer, one quartz cuvette, excitation and emission optics, lid activated emission shutter and filter holders; reference channel excitation correction; for detection the system uses high sensitivity PMT detector complete with I527 PMT tube, the detector can work in either analog or digital (photon counting modes); factory set emission correction; MD5020 motor driver; advanced FeliX 32 fluorescence spectroscopy package is included, with electronic interface (BryteBox) and manuals and installation. Computer controlled slits available; (2) Second emission channel for QM-4, Part# Q-6: includes a high sensitivity PMT detector that can operate in either analog and digital (photon counting) modes, optics for second emission channel, filter holder, manual slit and a lid activated shutter; (3) Computer controlled shutter in excitation monochromator with controller, Part# K-144; (4) Substitute Rapid Peltier temperature controlled cuvette sample holder for standard cuvette holder, -20 degree C to + 105 degree C, with stir, water circulator and software driver for FeliX 32. Computer controlled with Fluorescence/Anisotropy vs Temperature ramping acquisition protocol at up to 20 degrees C per minute, Part# S-155; (5) Substitute R928 PMT ( < 850nm) for standard R1527 PMT (<650nm), Part# S-171. The “equal” item must meet the characteristics of the brand name item to be acceptable for award. Basis for Award: Offers must provide descriptive literature or other material that demonstrates their offer meets the forgoing requirements. The contract will be awarded to the responsible offeror whose fully meets the requirements of the solicitation, provides the best value, with price and technical factors equally important in the award evaluation. PLEASE NOTE: In order to receive an award, contractor must be registered and have valid certification in the Central Contractor Registration (CCR) (http://www.ccr.gov). It is anticipated that the RFQ NIH-NICHD-07-234 will be available fifteen (15) days after the publication of this synopsis.
