The US Army Corps of Engineers, Engineer Research and Development Center (ERDC), Coastal Hydraulic Laboratory, Coastal Processes Branch, intends to negotiate on a sole source basis (IAW FAR 13.106-1(b)) with Green Eyes LLC, 28034 Holly Road, Easton MD, 21601, 410-829-5601 (w), as the only responsible source that can provide the Erosion Microcosm System (EMS). Green Eyes LLC has proprietary rights to the design and is the only vendor that can provide the EMS and controller programs required for collaborative research with Virginia Institute for Marine Sciences (VIMS) in the area of fine sediment erosion and transport analysis.
Based on the above information, the only technically acceptable EMS is that provided by Green Eyes LLC.
This acquisition is being conducted under simplified acquisition procedures. This requirement is 100% set-aside for small business. The intended procurement will be classified under North American Industry Classification System (NAICS) 541380 with a Small Business Size Standard of $4.5 million dollars. This notice of intent is not a request for competitive proposals and no solicitation document exists for this requirement. However, parties interested in responding to this notice shall submit technical data, including price, sufficient to determine capability in providing the same product. All capability statements received by the closing date of this publication of this synopsis will be considered by the Government. A determination by the Government not to compete based on responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
