The National Institute of Standards and Technology (NIST), Acquisition & Logistics Division, on behalf of the Electricity Division, intends to negotiate on a sole source basis under the authority of FAR 13.106(b)(1), with Andeen Hagerling, Inc. of Cleveland, OH, for Fused-Silica Capacitance Standards and Capacitance Standard Frames.***
Sole source determination is based on the need for fused-silica capacitance standards of high enough precision to be used as capacitance reference standards at NIST. NIST is the best in the world at capacitance realization, via the NIST Calculable Capacitor. In order for NIST to provide the best capacitance calibrations, NIST has the need for the best capacitance standards and transfer standards. Presently, NIST calibrates fused-silica standard capacitors at 1 kHz with an expanded (k=2) uncertainty of 0.5 parts in ten to the sixth.
***Delivery shall be FOB Destination, Gaithersburg, MD, and is required within 270 days after receipt of order.***The North American Industry Classification System (NAICS) code for this acquisition is 334516, and the size standard is 500 employees.
***No solicitation package will be issued. This notice of intent is not a request for competitive quotations, however, responses received by June 15, 2003, will be considered by the Government. A determination by the Government not to compete the proposed acquisition based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
