The Department of Veterans Affairs, VISN 2, Upstate NY, to support its mission, intends to negotiate a sole source procurement with Biocare for a Histology Stainer allowance arrangement. This proposed contract action is for comprehensive maintenance, equipment, service, consumables, and reagents for which the Government intends to solicit and negotiate with one source under the authority of FAR 603.2. The VA believes that Biocare is the only company that can provide the specific reagents desired(Biocare). This notice of intent is not a request for competitive quotes. No solicitation document is available and telephone requests will not be accepted. However, any firm that believes it can meet these requirements may give written notification. Supporting evidence must be in sufficient detail to demonstrate the ability to comply with the requirements for the desired testing method. Information may be sent to the Contracting Office, VA Medical Center, Albany, NY. 12208. Responses received will be evaluated. However, a determination by the Government to compete the proposed procurement based on the responses to this notice is solely within the discretion of the Government. If no responses are received, the VA Medical Center will proceed with the sole source negotiation with Biocare. Responses are due by Thursday, February 8, 2007 9am Eastern time.
