The U S Environmental Protection Agency [U S EPA], National Environmental Research Laboratory in Las Vegas, Nevada, intends to award a fixed-price Purchase Order using Federal Acquisition Regulation [FAR] Part 13, Simplified Acquisition Procedures. This is a combined synopsis/solicitation for commercial items in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The provisions at FAR 52.212-1, Instructions to Offerors – Commercial Items and FAR 52.214-4 Contract Terms and Conditions – Commercial Items, apply to this acquisition. The Government will award a Purchase Order resulting from this solicitation to the responsible offeror whose offer, conforming to the solicitation provisions, will be the lowest priced/technically acceptable. The purpose of this acquisition is to purchase a fluorescent detector for HPLC that consists of a detection cell for HPLC detection with external liquid connections, a lamp source for detecting fluorescence from samples that is usually a Xenon discharge lamp, power supply for the lamp, external analog signal out for data system acquisition, selectable excitation and emission wavelengths with bandwidth selection, and display of selectable parameters with method storage. Specification of at least a factor of 300 signal and noise on the Raman peak of water. Detector cell volume of 2 to 10 uL. Vendor must supply Federal Tax Identification number, Dun and Bradstreet number, and Central Contractor Registration to be eligible for award. The NAICS code for this procurement is 423490. Any firm who believes it is capable of meeting EPA/s requirement stated herein may submit a response, which if received by October 12, 2004, will be considered.
