The U S Environmental Protection Agency [U S EPA], National Environmental Research Laboratory in Las Vegas, Nevada, intends to award a fixed-price Purchase Order using Federal Acquisition Regulation [FAR] Part 13, Simplified Acquisition Procedures. This is a combined synopsis/solicitation for commercial items in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The provisions at FAR 52.212-1, Instructions to Offerors – Commercial Items and FAR 52.214-4 Contract Terms and Conditions – Commercial Items, apply to this acquisition. The Government will award a Purchase Order resulting from this solicitation to the responsible offeror whose offer, conforming to the solicitation provisions, will be the lowest priced/technically acceptable. The purpose of this acquisition is to purchase an HPLC pump with routine semi-preparative HPLC capability, with gradient development [multisolvent delivery system with at least one HPLC pump] normally used in the reserve phase mode. Must include a manual HPLC injector with 1 mL sample loop. Microprocessor control is sufficient for this application with basic type of display of current conditions, flow program control, and storing a minimum of two methods. Flow rates from 0.5 mL to 7.0 mL/min for semipreparative applications [column diameters of 4.6 mm ID to 22.5 mm ID] with an accuracy/precision of <=1%. System must include a solvent delivery system consisting of at least two 1 L solvent reservoirs with appropriate caps and tubing to deliver solvents to the HPLC pumps. Pump must be capable of sustaining 5000 psig without leaks. Detector not required. The NAICS code for this procurement is 423490.
