NASA/GRC has a requirement for two MicroView dedicated (on-line) Hygrometers. Therange of the units is -60C to 0C. The units will be tabletop units. The units will belinear 4-20mA output (-60C will be 4 mA and 0C will be 20 mA, linear in C) and outputconnectors will be provided. NASA/GRC intends to purchase the dew point temperature meters from Stephens Analytical,Inc. They are direct replacements for the units now in use. No other company offersthese units in the configuration, accuracy, response time or sensing technology that GRCrequires for tunnel operation and they are used throughout the Glenn Research CenterLabs.The Government intends to acquire a commercial item using FAR Part 12.Interested organizations may submit their capabilities and qualifications to perform theeffort in writing to the identified point of contact not later than 4:30 p.m. local timeon April 28, 2009. Such capabilities/qualifications will be evaluated solely for thepurpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and opencompetition basis, based upon responses to this notice, is solely within the discretionof the government.Oral communications are not acceptable in response to this notice.All responsible sources may submit an offer which shall be considered by the agency.An Ombudsman has been appointed.
