NASA/GSFC has a requirement for an intensified photodiode detector with InGaAsp, 1mm diameter cathode for 1.06 um wavelength operation, GaAs APD anode, QE minimum of 20% and gainof 10,000 minimum with a model 284 power supply. NASA/GSFC intends to purchase the items from Intevec Inc. in accordance with the requirements of FAR 13.106, for acquisition of supplies and services determined to be reasonably available from only one source. The detector must simultaneously operate in both analog and digital mode such that post-detector circuitry can simultaneously detect photon counts and analof optical waveforms. After conducting and in-house survey of 1.06 micron-wavelength sensitive optical-detector vendors, we find that the above company is the only source of 1.06 micron-wavelength-sensitive optical-detector that meets our requirements. The Government intends to acquire a commercial item using FAR Part 12. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 4:30 p.m. local time on the closing date listed above. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government.
