The National Institutes of Standards and Technology (NIST), Acquisition Management Division, on behalf of the Safety, Health and Environment Division, intends to negotiate on a sole source basis under the authority of FAR 13.106(b)(1), with Canberra Industries, Inc. of Meriden, CT for a quantity one (1) each ISOCS Shield Systems and Cart. Sole source determination is based on the following: Canberra Industries has the unique capability to provide NIST with the ISOCS Shield Systems and Cart. The in-situ object counting system shields and cart shall be used with current Gamma Spectroscopy equipment and software NIST utilizes. In order for the system to work as intended, each shield module, or section must be fully characterized for import into the ISOCS software package. The ISOCS software package is a proprietary product of Canberra Industries. Canberra is the sole manufacturer and distributor of this equipment. No solicitation package will be issued. This notice of intent is not a request for competitive quotations; however, responses received by January 13, 2006, will be considered by the Government. A determination by the Government not to compete the proposed acquisition based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
