The Naval Air Warfare Center, Lakehurst, New Jersey (NAWCADLKE) intends to enter sole source negotiations under a Basic Ordering Agreement (BOA) with Firstmark Aerospace, Durham, NC. The purpose of these negotiations is to provide supplies and services required to support and maintain the MC-2000 Magnetic Compass Calibrator Sets (MCCS). The MC-2000 is an organizational level group of Support Equipment (SE) used to generate accurate magnetic heading references, which are used to characterize magnetic azimuth detectors and to calibrate aircraft compass systems. The proposed acquisitions are for equipment repairs, procurement of additional new equipment for sparing or replacement purposes, technical support, on site maintenance training and maintenance support, generation and update of technical documentation, performance studies/data analysis to assess mission effectiveness and propose capability improvements, upgrades/ modifications to existing hardware and software to address obsolescence issues, improve mission capabilities, and integrate with new or modified platform configurations, and travel in support of the MC-2000 Magnetic Compass Calibrator Sets. NAWCADLKE intends to procure under the authority of 10 USC 2304 (c) (1), as implemented by FAR 6.302-1. Firstmark Aerospace is the developer and original equipment manufacturer of the MC-2000, and is the only known firm possessing the proprietary data and technology to successfully meet the requirements of the Navy. The Government does not own the data rights. This notice of intent is not a request for competitive proposals; however, the Government will consider all responses received within fifteen days after the date of publication of this synopsis. A determination by the Government not to open the requirement to competition based upon the responses to this notice is solely within the discretion of the Government.
