The U. S. Department of Commerce, National Institute of Standards and Technology (NIST) proposes to negotiate on a sole source basis, under the authority of 41 U.S.C. 253(c)(1), with McPherson, Inc. to purchase a Monochromator. The Monochromator must be compatible with the current laser systems being used by NIST with the following specifications:1. 0.67 m, f/4.7, Czerny-Turner, grating Monochromator capable of 1 cm-1 resolution (or better) at 633 nm. 2. Monochromator capable of automated movement (e.g. stepper motor drive geared to grating position) and remote computer (PC) control via IEEE standard General Purpose Interface Bus (GPIB). 3. Removable 1200 g/mm master holographic grating optimized for visible and near infrared wavelength range (first order), 140 mm x 120 mm area, compatible with existing large format 140 mm x 120 mm gratings with kinematic mounting hardware (i.e., “snap in” gratings manufactured by Mcpherson Instruments) 4. Adjustable slits: vertical and horizontal, input and output. 5. Sample holder and fixture at monochromator input for notch filter and compatible with cuvettes as well as dry samples with spatial adjustment of sample matched to f/4.7. 6. Thermoelectrically cooled photomultiplier (PMT) for visible and near infrared wavelength measurements. 7. PMT housing, power supply and cooler. 8. Labview VI compatible software for monochromator control, data acquisition, display and storage from PMT acquisition electronics (e.g. electrometer, ammeter, lock-in amplifier). 9. Upgradeable to “spectrometer mode” with Cooled Charge Coupled Detector (CCD) in lieu of PMT. This procurement is being conducted per FAR Part 13, Simplified Acquisition Procedures (NTE $100K). McPherson produces the only turnkey system that is compatible with the existing McPherson lasers and is the only source for this procurement. This synopsis is issued for information only. No competitive solicitation is planned. Information submitted in response to this notice will be used solely to determine whether or not use of competitive procedures to fulfill this requirement would be in the Government's best interest and must address qualifications pertinent to this requirement.
