NASA/GRC has a requirement to purchase an MTS Flextest Controller which will be used with a recently purchased LandMark 370 Axial Torsion MTS test frame. <p> NASA/GRC intends to purchase the item from MTS Systems Corporation, 14000 Technology Dr., Eden Prairie, MN 55344-2247. <p> The Flextest controller manufactured by this vendor has been selected as the standard control system for all testing performed in the Materials Division SMART lab and has already been installed on all other test frames. For compatibility purposes, this item must be purchased from MTS. <p> The Government intends to acquire a commercial item using FAR Part 12 and the Simplified Acquisition Procedures set forth in FAR Part 13. <p> Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 4:30 p.m. local time September 25, 2013. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government. <p> Oral communications are NOT acceptable in response to this notice. <p> NASA Clause 1852.215-84, Ombudsman, is applicable.
