The Department of Veterans Affairs, Network Contracting Office 7, WJB Dorn Medical Center, Columbia, SC hereby provides notice of its intent to award a sole-source, firm fixed contract to Roche Diagnostics Corporation, 9115 Hague Road, Indianapolis, IN 46256-1025. The anticipated procurement is for a base year and four one-year option periods. Funding for the base year will be over $1,000,000. The contract will be awarded under FAR 8.405-6. A Justification and Approval has been prepared. The anticipated start date is February 10, 2017. The contract will: Procurement of Cost per Test reagents to provide patient testing for Hepatitis C Virus (HCV) Ultra Quants and Human Immunodeficiency Virus (HIV) viral loads. Description/Part Number* Quantity COBAS 6800 HCV (96T) 250 kits COBAS 6800 HIV (96T) 35 kits COBAS OMNI WASH REAGENT 32 COBAS NHP NEGATIVE CONTROL 16 COBAS OMNI WAS REAGENT 80 COBAS OMNI SPECIMEN DILUENT 21 COBAS OMNI LYSIS REAGENT E 21 COBAS OMNI MGP REAGENT 50 COBAS OMNI PIPETTE TIP 35 COBAS OMNI PROCESSING PLATE 16 COBAS OMNI AMPLIFICATION PLATE 10 The service required meets the Department of Veterans Affairs legal obligation to continue developing and supporting the purchase of Cost per test reagents that utilize amplification of target DNA by Polymerase Chain Reaction (PCR) for HCV Ultra Quants and HIV viral loads in the treatment of patients. The requirement is being procured as a sole source because current instrumentation is specifically tailored to the Dorn VA Lab. The Department of Veterans Affairs believes that awarding the proposed contract to another source would result in unacceptable delays in meeting this legal obligation, as well as substantial additional costs to the government, as the new source gradually developed the skills needed to meet the Department of Veterans Affairs requirements. Interested parties may identify their interest and capability to respond to the requirement. THIS NOTICE OF INTENT IS NOT A REQUEST FOR COMPETITIVE PROPOSALS. A determination not to compete this requirement, based upon responses to this notice, is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. All responsible sources may submit an offer; however, only services meeting the Department of Veterans Affairs requirements will be considered for award. The Department of Veterans Affairs will NOT be responsible for any costs incurred by interested parties in responding to this notice of intent. Only written responses will be considered. All responses from responsible sources will be fully considered. As a result of analyzing responses to this notice of intent, the Government shall determine that a solicitation will be issued. Any prospective contractor must be registered in the System for Award Management (SAM) in order to be eligible for award. Information concerning SAM registered requirements may be viewed via the Internet at https://www.uscontractorregistration.com/ by calling the SAM Registration Center at 1-877-332-8277. Interested parties are encouraged to furnish information. All documents submitted will not be returned.
