Mission and Installation Contracting Command, Fort Gordon, GA intends to award a sole-source contract to QIAGEN Inc. for a Rotor-Gene Q 5plex HRM Platform for use by the United States Army Criminal Investigation Laboratory (USACIL) at Forest Park, GA. This instrumentation will be used in a new technique for body fluid identification using mRNA and high-resolution melt measurements that is currently under development through an Army contract. This technique will allow USACIL to identify body fluids such as vaginal fluids and saliva which USACIL currently either does not have tests for identification or only has preliminary presumptive tests. The Rotor-Gene is the only instrumentation being used by the investigating laboratory. As a part of their study, they are developing the technology for easiest transfer to USACIL. If a different instrument is used, additional testing and validation of a new system with associated reagents would have to be conducted at a greater time outlay and expense to the government. Additionally, there
is no guarantee that a different instrument/reagents would work with the assay.

A determination not to compete this requirement was made pursuant to 10 USC 2304(c)(1), Only one responsible Source. The Government intends to procure this sole source requirement under Simplified Acquisition Procedures in FAR part 13 and Commercial procedures in FAR part 12. THIS NOTICE IS NOT A REQUEST FOR COMPETITIVE PROPOSALS and a solicitation will not be issued.

Interested concerns must show clear and convincing evidence that competition of this requirement would be advantageous to the Government.

If no affirmative written responses are received via email by 16 July 2014 at 1000 am EST, award will be madewithout further notice. Email responses should be submitted to [email protected]. Oral communications are not acceptable in response to this notice. A determination by the government not to compete this proposed requirement is solely within the discretion of the government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
