The Food and Drug Administration intends to award a Purchase Order on a sole source basis to BIOLOG, INC., 21124 Cabot Blvd., Hayward, CA 94545 3716 for the purchase of an OmniLog Phenotype MicroArray System, U.S. Version with Computer plus video FG, also including pipettor, turbidimeter and model 3531 turbidimeter with power adaptor, installation and validation package, maintenance, shipping and accessories. The Phenotypic MicroArray will provide information not on genetic characteristics, but on the expression of genes. It will also allow the characterization of pathogenic strains and the effects of genetic changes on phenotypic expression. Two thousand different phenotypic characteristics can be measured simultaneously. The instrument will measure biochemical characteristics of foodborne pathogens as well as antibiotic and chemical resistance. The FDA has a need for an instrument that is capable of routine and accurate characterization of foodborne pathogens with special emphasis on pathological consequences of genetic or environmental changes. It is necessary to keep the equipment in full operating condition and to minimize down time to meet the workload, therefore, a One Year Full Service Maintenance Plan after installation is required. An award will be made in fifteen (15) days from the date of this notice. This is not a request for quotes; however, sources may submit descriptive literature, which fully demonstrate their capabilities, which will be considered by the agency. A determination to compete this procurement based on a response to this notice is solely within the discretion of the Government. This sole source procurement will be awarded as a simplified acquisition for commercial items in accordance with FAR Subpart 13.5.
