NASA/GSFC has a requirement for 8 Parsivel Laser Disdrometer systems including ASDOSoftware. NASA/GSFC intends to purchase the items from Hach Hydromet, Pursuant to FAR 13.106, forthe acquisition of supplies or services determined to be reasonably available from onlyone source. Parsivel disdrometers have been tested at NSSTC over a 12 month period.Research, disdrometer testing Global Precipitation Measurement (GPM), and planning for aNASA ground-validation disdrometer network development at NSSTC is based on testing anduse of Parsivel laser disdrometers as a standard for optical-laser precipitationparticle-size measurement. Subsequent to this testing Global Precipitation Measurement(GPM) disdrometer network engineering plans have been constructed based on theperformance of this instrument.The Government intends to acquire a commercial item using FAR Part 12.Interested organizations may submit their capabilities and qualifications to perform theeffort in writing to the identified point of contact not later than 4:30 p.m. local timeon July 9, 2010. Such capabilities/qualifications will be evaluated solely for thepurpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and opencompetition basis, based upon responses to this notice, is solely within the discretionof the government.Oral communications are not acceptable in response to this notice.All responsible sources may submit an offer which shall be considered by the agency.An Ombudsman has been appointed.
