The USGS Columbia Environmental Research Center (CERC) plans to award a non-competitive purchase order to LaVision, based in Ypsilanti, Missouri for an imaging system and software to upgrade a two-dimensional (2D) PIV system.

The USGS CERC requires additional imaging systems and software to upgrade a two-dimensional (2D) PIV system to a stereo and three-dimensional (3D) PIV system for stereo and 3D PIV measurements as well as enhanced particle tracking capabilities. The USGS CERC currently has a LaVision 2D PIV system (DO1 140G0123P0088); many of the components in the 2D PIV system are proprietary to LaVision and will only integrate with additional LaVision hardware and software. The hardware required for an upgrade to stereo and 3D PIV includes cameras that are sensitive enough to provide high resolution images (millimeter scale) at far distances (more than 1.5 meters away) and fast enough to synchronize with the existing laser light source at the USGS CERC, and equipment that is able to maximize the adjustability of camera angles and instrument setup to fit in the tight space at the USGS CER ecohydraulics laboratory. The software required for this upgrade includes the ability to detect and track small particles (micrometer to millimeter scale) within relatively large control volumes (1.5 x 1.0 x 1.0 meters). Hardware and software provided by LaVision meet these needs upgrade to both stereo and 3D PIV. Additionally, these hardware and software needs are proprietary to LaVision and no other vendors can meet these needs.

The requested upgrade will integrate into the existing USGS CERC LaVision-based PIV system. The hardware and software requested in this sole source justification are proprietary to LaVision and no other company resells these specific components. Additionally, hardware and software from other vendors is not interchangeable with the USGS CERC existing hardware and software; an entire new PIV system would need to be purchased if other sources were sought, a cost that would exceed $150,000. LaVision is the only company that offers the unique hardware and software requirements of the USGS CERC, and similar components from other vendors do not meet the research needs of the USGS CERC nor would these components be compatible with existing equipment, hardware/software, and infrastructure.

THIS IS NOT A REQUEST FOR COMPETITIVE PROPOSALS. The Government intends to award this requirement noncompetitively in accordance with FAR 13.106-1(b)(1).
