NASA/Goddard Space Flight Center (GSFC) intends to purchase the items from CDS Analytical, pursuant to FAR 13.106, for the acquisition of supplies or services determined to be reasonably available from only one known source. CDS Analytical is the only known vendor who can provide this instrument as they are developing the Maturation of Instruments for Solar System Exploration (MatISSE)/Linear Ion Trap Mass Spectrometer (LITMS) project and the Mars Organic Molecule Analyzer (MOMA) Mass Spectrometer, MOMA-MS flight instrument. MOMA is a collabrative development with GFSC Mass Spectrometer team and a team in France developing the gas chromatograph (GC) susbsystem for flight which is coupled to a pyrolyzer subsystem provided by Germany. The requirements for this instrument are specifically tied to the French facilities and close coordination is absolutely critical to producing a working MOMA instrument system for flight. The Government intends to acquire a commercial item using FAR Part 12.

Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 4:30 p.m. local time on September 17, 2014. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government.
