NASA/JSC intends to purchase the items from OAR Corporation

OAR Corporation is the original and only developer and supplier of the RTEMS Operating System(OS) and is unique with its ability to port the OS to spacecraft computing platforms. OAR Corporation has a long and unique association with RTEMS. OAR Corporation initially developed RTEMS for the U.S. Army Missile Command and has shepherded RTEMS from a small research project to its current state and is currently responsible for the maintenance of RTEMS. OAR physically hosts the RTEMS Project providing Internet hosting of www.rtems.org and www.rtems.com as well as the RTEMS Laboratory which provides computing and test resources to core RTEMS developers. More specifically, OAR has personnel who are approved by the RTEMS Steering Committee to commit new software or modifications to the RTEMS Source Code Repository.

The Government does not intend to acquire a commercial item using FAR Part 12.

Interested organizations may submit their capabilities and qualifications to perform the effort in writing to Stacy Houston at [email protected] not later than 4:30 p.m. local time on 06/29/2015. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government.
