The US Environmental Protection Agency (EPA), Office of Research and Development (ORD), National Risk Management Research Laboratory (NRMRL), located in Ada, OK intends to award the upgrade of existing Rigaku Miniflex II X-Ray Diffraction Unit equipment (XRD;EPA C08064) to Rigaku Americas Corporation on a sole source basis, under the authority of FAR 13.106-1(b)(1). Rigaku Americas Corporation is the manufacturer of the Rigaku Miniflex II X-Ray Diffraction Unit .The XRD is used for solid material characterization, to identify the types and amounts of minerals that are present within samples The instrument shall be upgraded as follows - Technical Specifications of High Speed Detector must: Operate with a Rigaku MiniFlex II XRD (serial number DD348614; EPA C08064); Use of an Fe tube with a Mn filter; 2-Theta range from 2 to 140 degrees; Detector speeds up 33 times faster than conventional X-ray detection; Maximum speed 100 degrees per minute; Laptop computer; w/ Windows 7 Pro, 4 GB memory, 320 GB hardrive, i7 processor, 14 inch screen, DVD optical drive, MS Office, Energy Star 5.2 EPEAT; PDXL Basic Package for Data Display, Data Reduction, Data Analysis, and Data Input/Output; Advanced PDXL features for crystallinity, crystallite size, cell refinement, and Rietveld whole pattern fitting; On-site installation; On-site training on operation of the new detector. The North American Industry Classification Code (NAICS) is 334516. The size standard for this code is 500 employees. THIS IS A PRE-SOLICITATION NOTICE is not a request for competitive proposals. No solicitation document is available. The anticipated date for release of the Solicitation RFQ-OH-16-00185 is November 18, 2016.
