The National Center for Environmental Health (NCEH), Division of Laboratory Science (DLS) of the Centers for Disease Control and Prevention (CDC) intends to award a sole source firm fixed price contract, in accordance with FAR Part 12 using simplified acquisition procedures, to Applied Biosystems Group, 850 Lincoln Centre Drive, Foster City, California, 94404-1128. Applied Biosystems is the only source that manufactures and distributes the SCIEX 4000 QTRAP and necessary operational components. The SCIEX 4000 QTRAP is the only commercially available instrument that performs both ion trapping and multiple reaction monitoring in the same analysis. The DLS routinely performs a number of biochemical analysis on biological specimens in support of CDC's Congressionally defined roles in response readiness against chemical and radiation terrorism. The capabilities of this product will allow CDC scientists to collect crucial qualitative and quantitative information that provides enhanced diagnostic information for folate and phytoestrogens and resulting health effects. CDC anticipates soliciting and negotiating with only one source under the statutory authority 10 U.S.C. 2304(c)(1) permitting other than full and open competition in accordance with Federal Acquisition Regulation (FAR) Part 6.302-1 - Only one responsible source and no other supplies or services will satisfy agency requirements. Applied Biosystems is the only source available to provide a product that meets mission critical requirements. No Request for Proposal (RFP) will be issued based upon this Notice of Intent.
