This notice is a combined synopsis/solicitation for commercial items prepared inaccordance with the format in FAR Subpart 12.6, as supplemented with additionalinformation included in this notice. This announcement constitutes the onlysolicitation; offers are being requested and a written solicitation will not be issued.This notice is being issued as a Request for Quotations (RFQ) for fabrication of onefully dense silicon rotor without surface or internal defects. The rotor shall befabricated from NT154 grade silicon nitride and shall maintain dimensional tolerance ofthe rotor to +5mil. The material should be sintered or hot isostatically pressed (HIPPed)Silicon nitride.Statement of Work(1) The vendor shall cold isostatically press commercially available high purity (99.9%)silicon nitride powder with appropriate oxide sintering additives into a 6 diameter by6 tall blank.(2) The vendor shall green machine a slightly larger rotor than that shown in theattached drawing based on previous component design experience and typical shrinkageoccurring during sintering or HIPPing of silicon nitride.(3) The vendor shall sinter or HIPP rotor at appropriate temperature and time to fullydensify the material.(4) The vendor shall final machine sintered or HIPPed rotor to dimensions as specified inthe attached drawing and maintain dimensional tolerance to 0.127mm, and the surfacefinish of the rotor to less than 0.06299mm.(5) The finished rotor shall not have surface or internal defects and density variations.(6) The finished rotor material shall have average properties as listed below. Material PropertiesDensity: 3.22g/ccElastic modulus: 310GPa4-point flexural strength per ASTM C1161-2002- 25C : 900100MPa- 1300C : 65060 MPaFracture Toughness- 25C : 5.5 MPa-m- 1300C : 4 MPa-mThermal conductivity- 25C : 37 W/m-C- 1300C : 16W/m-CThe provisions and clauses in the RFQ are those in effect through FAC _2005_-36.The NAICS Code and the small business size standard for this procurement are 541712, 500respectively. The offeror shall state in their offer their size status for thisprocurement.All responsible sources may submit an offer which shall be considered by the agency.Delivery to NASA Glenn Research Center, 21000 Brookpark Rd., Cleveland OH 44135 isrequired within 150 days (5 months) ARO.
