ERDC Contracting Office intends to solicit on a sole source basis under the authority of FAR13.106-1(b) to MEGGITT (SAN JUAN CAPISTRANO), INC., 30700 RANCHO VIEJO RD, SAN JUAN CAPISTRANO, CA 92675-1788. This procurement is being conducted under Simplified Acquisition Procedures (SAP). Meggitt, Inc., is the only known source available to provide 7280-20K and 7270AM4-20K Endevco Accelerometers to support critical research for the Critical Infrastructure and Protection Resilence Program.

The Government intends to acquire the commercial item using FAR Part 12. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 12:00 p.m. CST on March 7, 2013. Such capabilities/qualifications will be evaluated solely of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government. Oral communications are not acceptable in response to this notice. No RFP will be issued based upon this Notice of Intent. STATEMENT OF WORK

BACKGROUND:

The Geotechnical and Structures Laboratory of the US Army Engineer Research, Development and Engineering Center (ERDC) at Waterways Experiment Station (WES) is engaged in ongoing research and development programs in the area of terrorist threat protection and force protection. These research programs involve the design, testing, and analysis of structures and structural components to increase the level of blast protection for both new and existing construction.

JUSTIFICATION:

The US Army Engineer Research and Development Center (ERDC), Geotechnical and Structures Laboratory (GSL), Structural Mechanics Branch (SMB); is involved in research support for the Critical Infrastructure and Protection Resilience (CIPR) program. As part of the support for CIPR, our Lab. is tasked to construct and test scaled steel Spillway Gates at Big Black Test Site.

The Geotechnical and Structures Laboratory (GSL) requires the base purchase of twelve 7200 series accelerometers. Reference the table below for the specifics.

REQUIREMENTS:

The required base purchase of accelerometers is defined in the table above.

The new accelerometers will be used for measurement of targets accelerations in explosive experiments.

The accelerometers must satisfy product specifications for the specific model and range.
